The episcopal council was codified in a specific form in the 1983 Code of Canon Law, yet it has been practiced differently in France since the 1980s. This divergence has contributed to a transformation of the ecclesial system of representation in the exercise of authority within the context of the reception of the Second Vatican Council, as the Church has sought to articulate the theology of the People of God and of the episcopate with the reality of the local Church. Baptized members of the faithful have been increasingly associa¬ted with the exercise of the apostolic ministry, extending even to decisions taken within the episcopal council, thereby raising questions about the differentiated co-responsibility of the various members of the People of God. The growing prominence of the episcopal council, however, calls for a rebalancing among the bishop’s consultative bodies, a necessary condition for the proper exercise of synodality in the local Church.
Le synode sur la synodalité d’octobre 2024 appelle à revivifier « les organes de participation que le droit canonique prévoit déjà au niveau de l’Église locale1 » : ils constituent des lieux par excellence pour mettre en pratique les nouvelles relations auxquelles invite l’Église synodale.
